US$28.5MILLION BUSINESS PROPOSAL

Dear Sir,
I am the project manager of Contract Award Committee with National Petroleum Cooperation (NNPC). Two years ago, there was a major petroleum oil spillage in the Niger Delta Region of my country which rendered many communities homeless. So the federal government decided to rebuild and lease out the three existing petroleum refineries to private individuals and companies to make the petroleum refineries more viable, resourceful and to eliminate undue wastage. So contracts were awarded to some foreign companies for the repair and construction of new refineries. The real contract value was US$91.5Million, but we over estimated the contract to the tune of US$120Million. Now the contract has been completed and the original contractors has been paid, but the remaining balance of US$28.5Million, which is the profit value we envisaged from the over invoiced contract sum is left unclaimed with the Central Bank paying bank account.
So i write to ask for your possible co-operation with me to arrange for the transfer of this unclaimed US$28.5Million contract value from our central bank to your nominated bank account for our mutual benefit. This transaction will be legal and we have agreed that after the transfer you take 25% of the entire funds as your share for helping us, while 75% will be for us.
I will like to call you to discuss about this business if you send me your direct telephone number and will also reply you with more details as you indicate your interest to handle this business with me.
Mr. Collins. m
